Amends the definition of "owner" in California's Unclaimed Property Law to include nonprofit civic, charitable, or educational organizations that granted a charter, sponsorship, or approval for another organization's existence.

Allows such nonprofit organizations to file claims for unclaimed or surplus property if they have dissolved or no longer exist and their governing documents require property conveyance to the granting organization upon dissolution.

Maintains existing 180-day review period for the Controller to determine if a claimant is a valid owner and allows the Controller to hold hearings and receive evidence on claims.

Requires the Controller to provide written notice of claim denials and specifies that no interest is payable on claims paid under the law.

Directs the Controller to adopt guidelines and forms with specific instructions to assist owners in filing claims following a public hearing.
