Extends postemployment restrictions to local administrative officials, prohibiting them from representing other parties (for compensation) in judicial, quasi-judicial, or other proceedings before courts or agencies where their former local government agency is a party or has a direct and substantial interest and in which they previously participated

Applies the same exemptions available to state administrative officials under existing law, including exceptions for witness statements, communications for information when agency finds special qualifications are needed and public interest is served, and appearances after final orders if five years have elapsed and agency consents

Prohibits former local administrative officials from aiding, advising, or assisting others in representing parties in proceedings where the official would be prohibited from appearing

Does not apply to persons who left government service before the effective date of the section

Declares the act furthers the purposes of the Political Reform Act of 1974 and specifies no state reimbursement is required for local agency costs related to the new crime provisions
