Requires the Superintendent of Public Instruction to provide the Legislature with an evaluation of kindergarten program implementation by July 1, 2017, including analysis of part-day and full-day programs and recommended best practices.

Evaluation must include a representative sample of kindergarten programs from local educational agencies across urban, rural, small, and large districts throughout the state.

Mandates local educational agencies to submit annual reports to the State Department of Education starting with the 2015-16 school year identifying their kindergarten program type (part-day, full-day, or both).

Superintendent's evaluation provision becomes operative only upon legislative appropriation and automatically becomes inoperative and repealed on July 1, 2017, unless extended by later statute.

Provides that if the Commission on State Mandates determines the bill creates state-mandated local program costs, reimbursement shall be made through existing statutory procedures in Government Code Section 17500 et seq.
