Extends exemptions from the 20,500-pound single axle weight limit for transit buses until January 1, 2016 (previously set to expire January 1, 2015)

Allows transit systems to procure buses exceeding the 20,500-pound axle weight limit if replacing a bus of the same or lesser weight

Permits procurement of buses exceeding weight limits when incorporating a new fleet class expansion, subject to governing board findings at a public hearing that the expansion is necessary to serve markets or meet federal/state/regional requirements

Requires transit systems to provide written notice to affected cities and counties before public hearings regarding procurements of heavier buses

Defines "fleet class" as groups of transit buses with similar characteristics including length, seating capacity, number of axles, fuel/power system, width, structure, or equipment package
