Authorizes regional transportation agencies, including transportation planning agencies, county transportation commissions, and transit authorities, to use the Construction Manager/General Contractor (CM/GC) project delivery method for highway, bridge, expressway, and tunnel construction projects.

Requires regional transportation agencies to make a written finding in a public meeting that CM/GC method will reduce project costs, expedite completion, or provide features not achievable through traditional design-bid-build process before using this method.

Mandates compliance with prevailing wage requirements under Labor Code Section 1771.5 and requires agencies to reimburse the Department of Industrial Relations for reasonable monitoring and enforcement costs, with collections deposited into the State Public Works Enforcement Fund.

Establishes procedures for CM/GC selection through a request for qualifications (RFQ) process requiring verification under oath of applicant information including experience, licenses, safety records, insurance capacity, and prior violations or disputes.

Permits agencies to negotiate separate contracts for preconstruction services and construction services, with construction services awarded only after plans are developed and either a fixed price or guaranteed maximum price is negotiated with the construction manager.
