Prohibits donation of medications subject to FDA Risk Evaluation and Mitigation Strategies (REMS) if the strategy prohibits inventory transfer or requires prior manufacturer authorization

Amends existing county pharmacy repository and distribution program to add restrictions on which medications can be donated to assist medically indigent patients

Maintains existing requirements that donated medications must be in unopened, tamper-evident packaging and cannot be controlled substances

Requires pharmacists and physicians to use professional judgment to verify donated medications meet safety standards before acceptance or dispensing

Allows participating county-owned pharmacies to transfer eligible medications to adjacent counties with written agreements outlining safe transfer protocols
