Prohibits vehicle dealers from advertising a vehicle's prior use or ownership history in an inaccurate manner, adding new restrictions to existing advertising regulations.

Expands permissible sources for rebates to include finance companies affiliated with vehicle manufacturers or distributors, regulated utilities, and governmental entities, in addition to manufacturers and distributors.

Prohibits dealers from advertising rebate reductions that conflict with other advertised rebate deductions for the same vehicle.

Imposes state-mandated local program costs related to enforcement of these expanded advertising prohibitions, but specifies no state reimbursement is required under California Constitution Article XIII B.
