On and after July 1, 2015, local registrars and county recorders must issue certified live birth records without fee to persons who verify homeless status or homeless child/youth status.

On and after January 1, 2016, the Department of Motor Vehicles must issue original or replacement identification cards without fee to persons who verify homeless status or homeless child/youth status.

Homeless services providers, including nonprofits, attorneys, school liaisons, and law enforcement liaisons, may verify applicants' housing status for purposes of obtaining fee-waivers.

The State Department of Public Health must develop an affidavit for verifying homeless status, which requires signatures from both the applicant and a homeless services provider.
