Makes it a misdemeanor to dispense or distribute nitrous oxide to a person if known or should be known they will use it to become intoxicated, and that person proximately causes great bodily injury or death, punishable by up to 6 months jail and/or up to $1,000 fine.

Requires persons dispensing or distributing nitrous oxide to record each transaction in writing or electronically, obtain purchaser's signature, valid government-issued photo ID, and residential address, and retain records for one year.

Mandates transaction documents inform purchasers that nitrous oxide inhalation outside clinical settings may be dangerous and that possession or distribution for intoxication purposes is illegal.

Exempts medical and dental practitioners administering nitrous oxide for clinical purposes, food products using nitrous oxide as propellant, and licensed wholesalers or manufacturers from recordkeeping requirements.

Makes it a misdemeanor, punishable by up to 6 months jail and/or up to $1,000 fine, to use, review, or disclose confidential information obtained from nitrous oxide purchasers except as authorized.
