Permits members and associations to be assisted by an attorney or other person at their own cost when explaining their positions during dispute resolution proceedings.

Establishes that associations cannot refuse a member's written request to meet and confer in good faith to resolve disputes, with parties required to meet at a mutually convenient time and place.

Requires any agreement reached under the alternative dispute resolution procedure to be memorialized in writing, signed by both parties, and either consistent with the board's authority or ratified by the board to be judicially enforceable.

Prohibits associations from charging members a fee to participate in the dispute resolution process.
