Establishes a blue-ribbon task force on unpaid family caregiving within the California Department of Aging, contingent on receiving sufficient private funding from non-state sources.

Task force comprised of at least 13 members with expertise in caregiving research, mental health, Alzheimer's disease, area agencies on aging, and other relevant fields, to be chaired by an elected member.

Requires task force to review existing caregiver programs, identify service gaps, compile resource inventories, and assess information systems across counties with attention to cultural and linguistic factors.

Task force must make specific recommendations including development of a caregiver resource website/portal, enhanced outreach by area agencies on aging, and creation of a caregiver screening and assessment tool.

Task force must submit findings and recommendations to the Legislature by July 1, 2017, with the task force itself automatically repealing on January 1, 2018, unless extended by later statute.
