Requires the Administrative Director of the Division of Workers' Compensation to report to the Assembly and Senate Insurance Committees by January 1, 2016, on employment outcomes for injured workers who used vouchers for education or training.

Applies to injured workers with permanent partial disabilities from work injuries occurring on or after January 1, 2013, who receive supplemental job displacement benefit vouchers.

Vouchers are worth up to $6,000 and can be used for education-related retraining, skill enhancement, occupational licensing fees, vocational counseling, tools, computer equipment (up to $1,000), and miscellaneous expenses (up to $500).

Vouchers expire two years after issuance or five years after the date of injury, whichever is later, and cannot be settled or commuted under workers' compensation law.
