Requires the Instructional Quality Commission to identify model programs, standards, and curricula relating to ethnic studies at the high school level.

Requires the commission to prepare a report by January 1, 2017 that reviews current research on ethnic studies, evaluates existing standards and curricula, identifies best practices for implementation, and assesses adequacy of current ethnic studies courses in California public high schools.

Authorizes the commission to consult with experts on ethnic studies, multiculturalism, and diversity, including university representatives, teachers, researchers, and community organizations.

Requires the completed report to be submitted to the Governor and Legislature and made available on the State Department of Education's website.

Implementation is contingent upon availability of funding from state, federal, or other nonstate sources, and the section automatically repeals on January 1, 2019.
