Amends Elections Code Section 13108 to establish the order of precedence for determining which candidate is deemed the incumbent following Citizens Redistricting Commission redistricting

First priority incumbent is the candidate running for reelection in a district with identical boundaries and number as their previously held district

Second priority is a candidate with identical district boundaries but different number; third priority is a candidate running in a district containing some portion of their former district territory, with preference given to the candidate whose former district comprises the greater population portion in multi-district overlaps

Fourth priority is a candidate running in a district with the identical number as their former district, with an additional requirement that Assembly members' new districts must be in the same county as the previously numbered district

If none of the above apply, the incumbent is determined by residency requirements within the new district
