Requires initial license fees for various healing arts professions (dentists, dental hygienists, physical therapists, psychologists, veterinarians, acupuncturists, and architects) to be prorated on a monthly basis.

Allows regulatory boards to impose additional fees for initial licenses expiring in less than 12 months if the board determines in writing that the prorated fee is insufficient to cover reasonable issuance costs.

Caps the total prorated fee plus any additional fee for initial licenses expiring in less than 12 months at 50 percent of the full initial license fee (specific dollar limits vary by profession).

Applies proration requirements to specified sections of the Business and Professions Code governing licensure for dentists, dental hygienists, physicians and surgeons, physical therapists, psychologists, veterinary technicians, veterinarians, acupuncturists, and architects.

Includes contingency provision that Section 1.5 becomes operative only if both AB 1758 and SB 1416 are enacted before January 1, 2015, with AB 1758 chaptered after SB 1416.
