Amends Section 30301.2 of the Public Resources Code to expand the definition of "city council member" for California Coastal Commission appointment purposes to include locally elected mayors of charter cities.

Allows board of supervisors and city selection committees in each county within a coastal region to nominate supervisors and city council members (including charter city mayors) for appointment to the commission by the Governor, Senate Committee on Rules, or Speaker of the Assembly.

Requires appointing authorities to select from nominated candidates within 30 days or request additional nominations if nominees are deemed unacceptable.

Struck provisions from earlier versions that would have required the Department of Health Care Services to contract with an independent entity to assess Medi-Cal provider reimbursement rates, access to care, and quality of care.
