Requires the State Energy Resources Conservation and Development Commission to develop a state energy plan for 2030 and 2050 in consultation with the Independent System Operator, state and local agencies, and stakeholders.

The energy plan must promote economic growth, ensure reliable and sustainable affordable energy resources, complement air quality and water quality goals, and position California as a national and global energy leader.

Defines "energy" as electricity, natural gas, and transportation fuels used in the state.

Requires the energy plan to be included in the November 1, 2015, integrated energy policy report and must consider energy forecasts, infrastructure needs, and recommendations for long-term resource reliability and affordability through 2050.

The plan is intended to assist in establishing state policy but does not independently change any statute, regulation, or regulatory decision.
