Amends Elections Code Section 8040 to give elections officials discretion to allow judicial candidates to withhold their residence address from declarations of candidacy.

Extends discretion to allow any candidate whose voter registration information is confidential under Sections 2166, 2166.5, or 2166.7 to withhold their residence address from the declaration.

Requires elections officials to verify that a candidate's address is within the appropriate political subdivision when a residence address is not stated on the declaration of candidacy.

Elections officials shall add a "verified" notation on the declaration when address verification is completed for candidates who withhold their residence address.
