Requires the Judicial Council to provide semiannual reports (rather than two annual reports) to the Joint Legislative Budget Committee and State Auditor on judicial branch contract procurement, with reports due by February 1 and August 1 each year.

Mandates each report include a list of all new contracts and complete history of contracts amended during the reporting period, including original contract dates, amounts, durations, and all subsequent amendments with their nature, dates, and costs.

Requires reports to identify for each contract whether it was competitively bid, justification for non-competitive bids, and whether the contractor was a disabled veteran business enterprise or small business (for IT contracts).

Mandates all reports be provided in electronic format with data that can be readily searched, sorted, extracted, organized, or filtered.
