Authorizes recipients requesting hearings to access communications and notices electronically instead of by mail in counties where electronic communication is available, with ability to opt out at any time.

Requires the State Department of Social Services, in consultation with the State Department of Health Care Services, to develop processes for electronic notice selection and establish statewide protocols to address failed electronic communications.

Requires the State Department of Social Services to request a waiver from the U.S. Department of Agriculture to allow electronic notification of scheduled fair hearings and hearing decisions.

Mandates county representatives to offer conditional withdrawals when evidence would establish recipient eligibility or when county error is found, listing agreed-upon conditions the recipient must meet to receive benefits.

Requires counties to offer conditional withdrawals in overpayment and overissuance cases when evidence does not support the allegations, with option to permanently cancel the allegation and refund any money already collected.
