AB 1782 Summary

• Expands Penal Code Section 591 to criminalize unlawfully and maliciously disconnecting or cutting telegraph, telephone, cable television, or electrical lines, in addition to existing prohibitions on taking down, removing, injuring, or obstructing such lines.

• Specifies that connected appurtenances and apparatus include backup deep cycle batteries and other power supplies.

• Increases penalties to imprisonment in county jail not exceeding one year, a fine not exceeding $1,000, or both; or alternatively 16 months, 2 or 3 years in county jail and a fine up to $10,000.

• Exempts the state from providing reimbursement to local agencies and school districts under Article XIII B of the California Constitution because the act creates a new crime and changes penalties.
