Extends the exemption from PEPRA requirements for public employees whose collective bargaining rights are protected under federal law until January 1, 2016 (previously January 1, 2015).

Exemption applies to employees protected under Section 5333(b) of Title 49 of the United States Code until a federal district court rules on the Secretary of Labor's determination or until January 1, 2016, whichever occurs first.

Allows the Cities of Brea and Fullerton to form a joint powers authority and provide pre-2013 defined benefit plans to existing employees who transfer without a break in service exceeding 180 days.

Permits up to three additional Orange County cities contiguous to Brea or Fullerton to join the joint powers authority by January 1, 2017, with new employees still subject to PEPRA requirements.

Declared an urgency statute effective immediately to preserve eligibility for federal transportation funds.
