Requires airport managers of commercial airports with over 1 million annual enplanements to provide a private lactation room behind security at each terminal by January 1, 2016, equipped with at least a chair and electrical outlet located outside public restrooms.

Exempts Terminal One at San Diego International Airport from the behind-security requirement but mandates a secure room before security screening; both terminals must comply upon new construction, expansion, or renovation exceeding 25 percent of terminal space.

Applies to smaller commercial airports (under 1 million enplanements) only upon new terminal construction or replacement, expansion, or renovation of existing terminals.

Requires a sink in any lactation room when a new terminal is constructed or an existing terminal is replaced, expanded, or renovated.

Declares no state reimbursement is required as local agencies have authority to levy fees or assessments to fund the program.
