Requires the State Department of Social Services to convene a stakeholder group to identify barriers to providing mental health services by professionals with specialized clinical training in adoption or permanency issues to children receiving Adoption Assistance Program benefits.

Stakeholder group must include adoptive parents, former foster youth, mental health and child welfare representatives, postsecondary education institution representatives, and state and local agency representatives.

Stakeholder group must deliver specific recommendations for voluntary measures to address identified barriers by January 31, 2016, with the department collecting and distributing relevant research and professional literature for consideration.

Recommendations are non-binding on any state or local government agency or private entity.

Stakeholder group must coordinate with and avoid duplicating existing local, state, or national initiatives.
