Increases penalties for prostitution-related offenses under Penal Code Section 647(b) when the person solicited or engaged with is a minor, from up to 6 months jail/$1,000 fine to up to 1 year jail/$2,000 fine.

Creates new subdivision (m) establishing that prostitution violations involving minors are punishable by imprisonment in county jail not exceeding one year, a fine not exceeding $2,000, or both.

Applies the enhanced penalty when a minor was solicited by, agreed to engage in, or engaged in any act of prostitution with the defendant at the time of the offense.

Approved by Governor September 28, 2014 and filed as Chapter 710.

Specifies no state reimbursement is required to local agencies for implementing the penalty increase under California Constitution Article XIII B.
