Requires city council member resignations to be effective upon delivery of a written resignation letter to the city clerk, which may specify an effective date.

Allows a resigning city council member to vote on the appointment of their successor if the resignation takes effect upon that appointment, but only for cities that elect council members by or from districts and choose to fill the vacancy by appointment.

Prohibits the resigning council member from voting for family members or anyone with whom they have a conflicting relationship.

Imposes a two-year restriction on the resigning council member who votes on their successor, prohibiting them from advocating on measures with personal benefits, contracting with the city, accepting city employment, or applying for city permits.

Exempts council members resigning due to corruption charges, criminal conviction, or subject to recall from voting on their successor's appointment.
