Requires the California Workforce Investment Board, in consultation with the Division of Apprenticeship Standards, to identify opportunities for "earn and learn" job training programs in allied health professions that meet high-wage, high-demand industry needs

Mandates the board to identify entry requirements, establish outcome-oriented standards measuring program completion with industry-recognized credentials, and develop methods to identify and assess qualified candidates for "earn and learn" training models

Requires the board to submit a report to appropriate legislative committees on or before December 1, 2015, documenting findings and recommendations regarding "earn and learn" job training opportunities

Report requirement becomes inoperative on January 1, 2019, pursuant to Government Code Section 10231.5
