Establishes a registration program requiring employers and contractors performing lead-related construction work to register with the Division of Occupational Safety and Health before commencing work, with certain exceptions.

Registration applicants must pay an application fee and provide proof of contractor's license, workers' compensation insurance, employee health insurance coverage, and completion of required training and certifications.

Creates the Lead Contractor Registration Fund to receive application and renewal fees, to be used for investigating, registering, and renewing registrations for lead-related construction work.

Imposes civil penalties up to $10,000 for false statements in registration applications and administrative penalties of $5,000 for first violations and $20,000 for subsequent violations of registration requirements.

Allows the Division to deny applications if employers or contractors cannot demonstrate safe working conditions, with appeal rights to the Director of Industrial Relations within 10 days of denial.
