AB 1806 Summary

• Requires the designated local educational agency liaison for homeless children and youth to be invited to individualized education program team meetings when a homeless student faces a discretionary expulsion-related change of placement, mirroring existing protections for foster children.

• Requires school districts to notify the homeless liaison at least 10 calendar days before expulsion hearings when expulsion is discretionary, and authorizes notification when expulsion is mandatory.

• Extends graduation requirement exemptions to homeless students who transfer schools after their second year of high school, allowing exemption from local coursework requirements unless the district finds the student can graduate within four years.

• Requires school districts to accept and award full or partial credit for coursework completed by homeless students at other schools, and prohibits requiring homeless students to retake courses they have satisfactorily completed.

• Establishes that reimbursement for any state-mandated local program costs shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
