Requires persons bringing dogs into California or importing dogs for resale or change of ownership to obtain a health certificate completed by a licensed veterinarian dated within 10 days prior to importation.

Health certificate must be submitted to the county health department where the dog will be offered for sale or to the county of residence of the purchaser/recipient.

Exempts dogs that will not be offered for resale, dogs used for law enforcement or military work, guide dogs, and dogs imported during declared emergencies or law enforcement investigations.

Allows county health agencies to charge a reasonable fee to cover costs of receiving and processing health certificates.

Violations are infractions punishable by a fine up to $250 per dog, or agencies may issue administrative fines or correction warnings instead.
