Expands list of federal agencies authorized to receive health facility data from the Office of Statewide Health Planning and Development to include Centers for Medicare and Medicaid Services, Health Resources and Services Administration, Indian Health Service, Tribal Epidemiology Centers, National Institutes of Health, National Cancer Institute, and Veterans Health Care Administration.

Requires all disclosures of health information to federal agencies comply with federal privacy standards for limited data sets under 45 Code of Federal Regulations Section 164.514.

Prohibits hospitals receiving disclosed information from further disclosing it except in response to court orders, search warrants, subpoenas, or as required by federal medical privacy regulations, and forbids reidentification of patients.

Allows the office director to deny disclosure if it would create unreasonable risk to patient privacy, with written explanation required within 60 days.
