Requires the State Department of Public Health to set a performance benchmark by July 1, 2015 for completing investigations of long-term health care facility complaints within a defined number of days, not to exceed 60 working days.

Requires the department to notify complainants in writing if investigations extend beyond the performance benchmark, including the basis for the extension, investigation status, and anticipated completion date.

Effective July 1, 2015, requires the department to provide complainants with specific findings concerning alleged violations and a summary of evidence upon request, without disclosing resident names.

Extends the time for complainants to request an informal conference from 5 business days to 15 days after receipt of the department's determination.

Requires the department to analyze its compliance with the investigation benchmark in its annual system and staffing analysis and post the results on its website, including data on open investigations, completed investigations, and percentage meeting the benchmark.
