Designates the last two full weeks in April and September as "high school voter education weeks" during which county elections officials may authorize voter registration on high school campuses in areas designated by school administrators.

Permits high school administrators or their designees to appoint enrolled students as voter outreach coordinators to coordinate voter registration activities on campus.

Allows voter outreach coordinators to encourage eligible voters to register by submitting affidavits of registration on paper or through the Secretary of State's website.

Authorizes voter outreach coordinators to organize election-related activities on campus including voter registration drives, mock elections, debates, and other student outreach activities with administrator approval.
