Requires the Department of Human Resources or designated appointing power to provide their electronic communication address to applicants who file examination applications online, effective July 1, 2017.

Mandates that departments contact applicants via electronic communication instead of postal mail by default, unless the applicant specifically requests otherwise.

Requires departments to inform applicants that employment inquiry notifications and examination scores and rankings will be provided through electronic communication unless the applicant requests postal mail notification.

Applies only to applications filed online; departments must use electronic communication as the default contact method for these applicants.
