Extends the Los Angeles Unified School District's Inspector General authority to conduct audits and investigations until January 1, 2025 (previously set to expire January 1, 2015).

Authorizes the inspector general to subpoena witnesses, administer oaths, take testimony, and compel production of documents when there is reasonable suspicion that a law, regulation, rule, or school district policy has been violated.

Establishes that perjury before the inspector general is a misdemeanor punishable by up to 6 months county jail or $5,000 fine for first offense, and up to 1 year jail or $10,000 fine for subsequent offenses.

Requires the inspector general to submit annual interim reports to the Legislature by July 1 of each year and a final cumulative report by December 1, 2024, detailing subpoena usage, quashed subpoenas, and declined prosecutions.

Specifies that no state reimbursement is required for this law because costs incurred by local agencies will be due to changes in criminal penalties.
