Prohibits the California Health Benefit Exchange board from hiring or contracting with individuals convicted of felony crimes involving dishonesty or breach of trust, violations of federal identity theft laws, or crimes listed in California Code of Regulations Section 2183.2 if their duties involve enrollment facilitation or access to enrollees' financial or medical information.

Requires job applicants to the Exchange to immediately notify the organization of any misdemeanor or felony convictions, criminal charges filed, or professional license actions that occur after submitting their employment application.

Establishes these requirements to protect approximately 4 million eligible Californians enrolling in health plans through the Exchange from unauthorized access or disclosure of their personal identifying information, health information, and federal tax information.

Takes effect immediately as an urgency statute without requiring a two-thirds vote in the Legislature.
