Makes it unlawful for a person to intentionally use or sell software to circumvent a security measure, access control system, or other control designed to ensure an equitable ticket buying process.

Expands existing law by removing the previous limitation that restricted the prohibition to software circumventing security controls specifically on a ticket seller's Internet website.

Violation is a misdemeanor offense under Business and Professions Code Section 22505.5.

Exempts the state from reimbursing local agencies or school districts for costs associated with the creation of this new crime.
