Requires the person authorized to return a vote by mail ballot to present proof of identity and residency (current photographic ID or government documents showing name and address) that matches the information on the identification envelope.

Prohibits counting a vote by mail ballot unless the authorized person presents proof of identity and residency, or elections officials verify the person's authorization by contacting the voter.

Establishes that reimbursement for state-mandated local costs shall be made pursuant to Government Code Part 7 if the Commission on State Mandates determines costs are mandated by the state.
