Authorizes disclosure of confidential child custody evaluation reports to the licensing entity of a child custody evaluator for investigating unprofessional conduct or in criminal, civil, or administrative proceedings.

Requires confidential information disclosed to licensing entities to remain confidential, be used only for disciplinary investigations, and be sealed upon conclusion of proceedings.

Requires licensing boards to notify the noncomplaining party in a custody dispute when they receive a child custody evaluation report and initiate an investigation related to that report.

Clarifies that child custody evaluator written reports are subject to existing confidentiality protections under Family Code Section 3025.5, which restricts disclosure to parties, attorneys, law enforcement, court employees, and child's counsel.

Maintains existing sanctions provisions for unwarranted disclosure of confidential reports, including monetary penalties and attorney's fees.
