Extends licensure and regulation of home care services to include domestic home care aide referral organizations (employment agencies that refer independent home care aides), effective January 1, 2016.

Requires domestic home care aide referral organizations to obtain licenses, carry liability insurance of at least $1 million per occurrence and $3 million aggregate, and comply with bond requirements under Civil Code Section 1812.503.

Mandates that domestic home care aide referral organizations provide written disclosure to clients explaining they are not the employer of referred aides and that clients may have employer responsibilities including employment taxes and workers' compensation.

Requires independent home care aides referred by these organizations to pass annual proficiency exams covering client rights, activities of daily living, abuse prevention, personal hygiene, transportation, infection control, and safety precautions.

Expands background examination eligibility to include holders of valid Permanent Resident Cards (in addition to Alien Registration Receipt Cards) for home care aides, home care organizations, and domestic home care aide referral organizations.
