Requires the Department of Motor Vehicles to assess, in consultation with the California Highway Patrol, whether California needs a new temporary vehicle identification system different from the current practice of displaying a report of sale on vehicles.

Department assessment must consider information from local government, law enforcement, licensed vehicle dealers, business partners, and consumer representatives, as well as temporary vehicle identification systems used by other states.

If the assessment demonstrates a need for change, the department must examine costs and benefits of different temporary vehicle identification systems, including enhanced report of sale displays, temporary license plates with varying levels of database integration.

Department must submit a report by January 1, 2016 to the Assembly Committee on Transportation and Senate Committee on Transportation and Housing with assessment results and a recommendation on whether to implement a new temporary vehicle identification system.

Assessment and reporting requirements expire and are repealed on January 1, 2017, unless extended by later legislation enacted before that date.
