Authorizes San Diego County to conduct all-mailed ballot special elections to fill congressional or legislative vacancies as a pilot program until January 1, 2020.

Requires ballot dropoff locations in each city within the district, satellite voting locations open on at least one Saturday and Sunday, and at least one polling place per city or one per 10,000 registered voters on election day.

Allows the county to begin processing vote by mail ballot return envelopes 29 days before the election and to process ballots starting on the 10th business day before the election, with results held until 8 p.m. on election day.

Mandates a comprehensive voter education and outreach plan in English and all required languages, including bilingual programs, a toll-free hotline, public service announcements, and consultation with language minority communities and disability advocates.

Requires San Diego County to submit a detailed report to the Legislature and Secretary of State within six months comparing election results, turnout by demographic categories, ballot rejection rates, costs, and voter fraud data.
