Requires the Department of Water Resources to develop a streamlined application process for regional water management groups to receive integrated regional water management grant funds.

Eligible groups include those representing a single planning region within a funding area, or groups representing multiple planning regions if those regions have a written agreement on proportional fund allocation.

Regional water management groups must file a streamlined application form identifying the requesting member, funding amount, project types, compliance with statutory requirements, and alignment with adopted plans.

Recipients must provide the department with a project list within 90 days including project descriptions, entity names receiving funds, budgets, and schedules; department must distribute funding within 60 days of receiving project information.

Requires quarterly reporting by regional water management groups on project expenditures and activities, and mandates the department audit each funding area and group receiving grant funds at least once every two years.
