Mandates participating vision carriers meet minimum requirements including net asset thresholds, established websites, adequate provider networks, multilingual customer service, and guarantee issue coverage without preexisting condition provisions.

Creates the California Vision Care Access Trust Fund to be financed through assessments on participating vision plans, with all implementation costs paid from the fund rather than the state General Fund.

Declares the bill an urgency statute taking effect immediately to align California's vision care information system with federal Patient Protection and Affordable Care Act requirements and guidance.
