Requires lienholders to obtain a federal National Motor Vehicle Title Information System (NMVTIS) vehicle history report from a NMVTIS data provider before applying to the Department of Motor Vehicles for authorization to conduct a lien sale.

Includes the NMVTIS vehicle history report with lien sale applications and allows the fee charged for the report to be recovered from lien sale proceeds or vehicle redemption.

Removes distinctions between vehicles titled in California versus other states from lien sale procedures, instead basing procedures on vehicle value ($4,000 or less versus over $4,000) and NMVTIS report information.

Allows lienholders to recover the NMVTIS report fee in addition to processing costs ($70 for vehicles $4,000 or less; $100 for vehicles over $4,000) and requires notice to out-of-state registry agencies when vehicles were last titled in another state.

Provides that NMVTIS requirements become inoperative if all NMVTIS data providers cease making reports available to the public.
