Adds landscaped common areas of residential developments maintained by homeowners' associations to the list of uses prohibited from using potable water when suitable nonpotable water is available in the Coachella Valley Water District's service area.

Requires the Coachella Valley Water District Board of Directors to determine that nonpotable water is adequate quality, available, cost-comparable to potable water, and compliant with public health and water quality standards before prohibiting potable water use.

Makes legislative findings that the Coachella Valley aquifer is in overdraft and that expanded nonpotable water use for landscaping is necessary as part of the region's water conservation plan.

Applies existing requirements to homeowners' association landscaping that already apply to cemeteries, parks, highway landscaped areas, new industrial facilities, and golf course irrigation.
