Mandates preadmission fee refunds on a sliding scale ranging from 100% (if paid within 6 months of eviction notice) to 25% (if paid 18-25 months before notice), with refunds due within 15 days

Imposes civil penalties of $100 per violation per day on licensees failing to comply with resident transfer requirements, unless violation is corrected within three days

Effective January 1, 2015: licensees who fail to comply with transfer requirements and abandon facilities with residents face permanent license exclusion without reinstatement rights
