Adds fire protection to the list of incidental purposes allowed under livestock stockpond use, alongside aesthetic, recreational, and fish and wildlife purposes.

Permits small domestic use registrations and livestock stockpond use registrations to be active simultaneously for the same facility if combined water use does not exceed 10 acre-feet per annum.

Allows livestock stockpond use registrations and small irrigation use registrations to be active simultaneously for the same facility if combined water use does not exceed 20 acre-feet per annum.

Maintains existing prohibition on filing small domestic use registrations for facilities already served by permits or licenses for domestic or municipal use.
