Expands the definition of "direct costs" that community college districts may charge for facility use to include maintenance, repair, restoration, and refurbishment costs proportional to an organization's use of nonclassroom facilities and grounds until January 1, 2020.

Exempts classroom-based after-school programs (tutoring, child care) and organizations retained by colleges to provide instruction during school hours from being charged for maintenance, repair, restoration, and refurbishment costs.

Requires the California Community Colleges Chancellor to develop, and the Board of Governors to adopt, regulations by December 31, 2015 to determine proportionate share calculations and allowable direct costs for community college districts.

Establishes that funds collected under the expanded direct costs provision must be deposited into a special fund used only for facility maintenance and related purposes.

Sunsets the expanded direct costs definition on January 1, 2020, reverting to the prior definition unless a later statute extends or deletes this date.
