Establishes standard measurement units for natural gas motor fuel sales: compressed natural gas sold as "gasoline gallon equivalent" (126.67 cubic feet or 5.66 pounds) and liquefied natural gas sold as "diesel gallon equivalent" (6.06 pounds).

Requires retail fuel dispensers selling compressed or liquefied natural gas to display and label the appropriate gallon equivalent designation in a conspicuous place.

Increases the use fuel tax on natural gas effective January 1, 2015: compressed natural gas taxed at $0.0887 per gasoline gallon equivalent (up from $0.07 per 100 cubic feet) and liquefied natural gas at $0.1017 per diesel gallon equivalent (up from $0.06 per gallon).

Exempts vehicle owners and operators who have paid the annual flat rate fuel tax from paying the per-use excise tax on natural gas fuel.
